WWF is implementing the No Plastics in Nature (NPIN) initiative that aims to work with various stakeholders to stop plastic waste leakage by 2030. Under this initiative, WWF is implementing the Plastic Smart Cities (PSC) - Manila City, funded through the TV Aksjonen. This PSC project is implementing interventions including, but not limited to, awareness-raising campaigns, baselining, stakeholder engagement, piloting of entrepreneurial solutions, support for the Materials Recovery Facility (MRF), and policy implementation. 
For the last year of the implementation of the PSC-TVA Project for Manila City,

WWF-Philippines will hire a Technical Consultant who will: 

  1. Serve as technical adviser to the Solution Providers (SPs) to implement their solutions.
  2. Support WWF-Philippines implement activities that can further drive the achievement of the project’s goals.

SCOPE OF WORK AND METHODOLOGY

The Technical Consultant will represent WWF in stakeholder meetings to respond to queries by WWF’s partners concerning the project. The Technical Consultant will perform necessary undertakings, such as conducting research and reviewing client-issued documents supporting the consultancy work.

The Consultant shall commit to at least two professionals during consultancy and meeting engagements. The consultations are expected to be of short duration for a maximum of four (4) hours per meeting. If additional research, review, site visit and/or other engagement beyond the scope of this work are required, separate fees will apply. In situations where the subject matter exceeds the Consultant's expertise, they may refer the client to other consultants with the necessary knowledge and skills. 

The Technical Consultant will provide consultancy services to the Plastic Smart Cities project by offering technical advice to the Solution Providers (SPs) to address any issue arising from the project's SWM interventions. Current SPs (specifically Dewaste and Green Space) are experiencing technical issues preventing them from implementing their solution and contributing to reducing plastic leakage in Manila, and thus the project’s goal. Typical technical issues include waste collection logistical arrangements, operational management of recovery facilities, revenue forecast/modelling, and facility design. 

The Technical Consultant will also assist the WWF-Philippines team to deploy:

  1. The ‘Plastic Smart Menu’ (PSM). The PSM is designed to propose integrated solid waste management solutions to barangays, showcasing the solution providers as potential service providers and options to reduce plastic waste generation. The Technical Consultant is expected to ensure barangays have a good understanding of the PSM, and that the solution providers are effectively presented and integrated into the barangay's waste management plans. Specifically, the Technical Consultant may take part in the following: 
    1. Attend workshops and training sessions for barangay officials and community members to familiarize them with the PSM and its benefits (considered as either short/middle/long-term review/research/and site visit). 
    2. Attend meetings between barangay representatives and solution providers to discuss potential collaborations and tailor solutions to the specific needs of each barangay (considered as short-term consultation and meeting engagement).
    3. Guide SPs in selecting and implementing the most suitable barangays for their solutions (considered as short-term consultation and meeting engagement and/or short-term review/research).
    4. Guide barangays in selecting and implementing the most suitable solutions from the PSM (considered as short-term consultation and meeting engagement and/or short-term review/research). 
    5. Support the monitoring and evaluation of the selected solutions implementation to ensure they meet the desired objectives of reducing plastic waste generation (considered as short/middle/long-term review/research). 
  2. The Performance Standards (PS). The fourteen PS are derived from the Waste Flow Diagram (WFD), and outline key interventions to reduce plastic leakage along the service and value chains. The PS has been disseminated amongst the SPs, who are expected to report quarterly to WWF. Any discrepancy or gaps in the report will be identified primarily by WWF's monitoring and evaluation (M&E) team. On their progress in achieving low plastic leakage activities, the Technical Consultant is expected to: 
    1. Provide constructive feedback to the SPs to address the identified gaps (considered as short-term consultation and meeting engagement and/or short-term review/research)
    2. Offer targeted technical assistance to SPs to improve their understanding and implementation of the PS, ensuring alignment with the WFD (considered as short-term consultation and meeting engagement and/or short/middle-term review/research). 
    3. Provide support to the SPs in the event of inappropriate reporting on the PS, which will be flagged by WWF (considered as short-term consultation and meeting engagement and/or short-term review/research).
    4. Ensure corrective actions are taken by SPs to the flagged issues and ensure a timely resolution, in coordination with WWF’s M&E team (considered as short-term consultation and meeting engagement and/or short-term review/research). 
       
Definition and Terms of Consultation/Meeting and Desktop Review/Research/Site Visit
Term Definition / Details
Short Consultation/ Meeting • The meeting or consultation should only last a maximum of four (4) hours. 
• Schedule of the consultation/meeting should be notified at least one day before if conducted virtually, and at least two days before if a face-to-face setup is required.
• A short consultation can only accommodate one to two (1-2)  Solution Providers per meeting.
• WWF must inform the Consultant at least one week in advance if any presentations or materials are required for the meeting. 
• The Consultant will submit a Minutes of the Meeting document that includes discussions, action plans, deadlines, and agreements made during the consultation or meeting.
Short-Term Desktop Review/ Research/ Site  Visit • The desktop review/site visit that requires one to two (1-2) work days is classified as a short-term activity.
• The schedule of site visits should be communicated to the Consultant at least three days before the target date. 
• WWF must inform the Consultant of the purpose, schedule, location, and maximum number of personnel required for the site visit at least three days before the activity. 
• WWF should provide details of the desktop review, research, or deliverables required at least one week before the target submission date. 
• The Consultant will submit a technical note that aligns with the needs of WWF for the specified short-term activity.
• Submission dates of technical notes should be mutually agreed upon by the Consultant and WWF.
Medium-Term Desktop Review/ Research/ Site  Visit • The desktop review/site visit that requires three to five (3-5) work days is classified as a medium-term activity.
• The schedule of site visits should be communicated to the Consultant at least three days before the target dates.
• WWF must inform the Consultant of the purpose, schedule, location, and maximum number of personnel required for the site visit at least three days before the activity. 
• WWF should provide details of the desktop review, research, or deliverables required at least one week before the target submission date. 
• The Consultant will submit a technical note that aligns with the needs of WWF for the specified medium-term activity.
• Submission dates of technical notes should be mutually agreed upon by the Consultant and WWF.
Long-Term Desktop Review/ Research/ Site  Visit • The desktop review/site visit that requires six to ten (6-10) work days is classified as a long-term activity.
• The schedule of site visits should be communicated to the Consultant at least two days before the target dates. 
• WWF must inform the Consultant of the purpose, schedule, location, and maximum number of personnel required for the site visit at least three days before the activity. 
• WWF should provide details of the desktop review, research, or deliverables required at least one week before the target submission date. 
• The Consultant will submit a technical note that aligns with the needs of WWF for the specified long-term activity.
• Submission dates of technical notes should be mutually agreed upon by the Consultant and WWF.

While it would be ideal to define the contents of the technical notes early on, the Consultant can only finalize the content once the information is complete. WWF recommends that the technical notes include the challenges of the SP and future recommendations. However, additional items may be included based on the needs or requirements set by WWF.
